Position Overview

HyLoSo International is seeking a Senior Subject Matter Expert (SME) to define requirements, perform analyses, and develop system plans supporting State of Maryland initiatives. The SME will bring deep expertise in IT, healthcare, education, public safety, social services, human resources, transportation, or environmental systems. The role requires proven ability in formulating specifications and executing technical initiatives within highly regulated and mission-critical environments.

Key Responsibilities

• Define business and technical requirements for State agency systems.
• Analyze existing systems and recommend modernization plans.
• Develop implementation strategies and system specifications.
• Provide subject matter expertise in IT, healthcare, education, public safety, HR, and transportation disciplines.
• Collaborate with stakeholders to align solutions with business needs.
• Support project planning, documentation, and compliance activities.
• Ensure deliverables meet quality, regulatory, and performance standards.

Required Education

Bachelor’s degree in relevant discipline required. Master’s or Ph.D. degree preferred.

General Experience

Minimum 12 years of relevant industry experience in the required discipline.

Specialized Experience

• Minimum 10 years of technical IT experience directly related to the required area of expertise.
• Proven track record of contributing to large, complex IT initiatives.
• Strong ability to formulate specifications, guide implementations, and ensure compliance.

Employment Requirements

• Must be eligible to work in the U.S. (Citizenship or Residency may be required).
• Must comply with State of Maryland security policies.
• DMV-area residency required for hybrid onsite work.
